Chairman of the State Duma Committee on Information Policy, Information Technologies and Communications Alexander Khinshtein responded to an incident in one of the stores on Novocherkassky Boulevard in Moscow, where a 43-year-old migrant drank purchased vodka and attacked a six-year-old girl, grabbing her by the neck. Later, the detained man stated that he “just wanted to make fun of him.”

“We don’t need such pranksters,” the deputy wrote in his Telegram channel.

Khinshtein recalled that labor migrants, when receiving a patent to carry out labor activities in Russia, undergo a medical examination. The politician proposed that those wishing to come to Russia to live and work should also receive a “medical certificate confirming the absence of mental disorders.”

During the investigation into the circumstances of the migrant’s attack on the child, it turned out that he had been drinking alcohol for several days and even lost consciousness on the street. Then he was taken to the hospital, and after receiving assistance he was released and he continued to celebrate.
