Khinshtein proposed checking the mental health of migrants when applying for a patent

The head of the State Duma Committee on Information Policy, Alexander Khinshtein, proposed conducting a medical examination of the mental health of migrant workers when applying for a work patent. The deputy made this proposal after publications Telegram channel Mash, which said that a foreign citizen attacked a child in a store in Moscow.

On the eve of the Telegram channel, Mash published a video filmed in one of the grocery stores. In the video, the man at the cash register drinks vodka, and after some time puts his hands on the neck of an unfamiliar girl. After which the attacker begins to be beaten by another man.

The caption to the video says that in the Myasnov store on Novocherkassky Boulevard, “a 43-year-old visitor from Kyrgyzstan attacked a child,” a six-year-old girl. According to the channel, the man explained his action by saying that he “wanted to make fun of him.” According to Mash, a criminal case was opened for attempted murder of a minor for hooligan reasons.

“I think that it would not hurt to add a medical certificate about the absence of mental disorders to the medical examination when applying for a patent. We don’t need such pranksters,” wrote Alexander Khinshtein in Telegram channel.

Earlier, the Ministry of Internal Affairs began to deprive migrants of their acquired Russian citizenship for committing crimes and evading military duty.
