Chairman of the State Duma Committee on Information Policy, Information Technologies and Communications Alexander Khinshtein announced a package of bills allowing the Russian Guard to include volunteer formations.
The bills were prepared by a group of deputies and senators, which includes Khinshtein himself, he said in his Telegram channel.
It is planned to extend the powers and mechanisms established for the Russian Ministry of Defense to the Russian Guard. According to the bill, the Russian Guard will be able to create volunteer formations by decision of the President of Russia. They are proposed, among other things, to be involved in solving problems during the period of martial law, during mobilization, in conditions of armed conflict or during counter-terrorism operations.
Khinshtein separately emphasized that his proposals have nothing to do with rumors about the transfer of former units of the Wagner PMC to the Russian Guard. These rumors, according to Khinshtein, are unreliable.
