As part of the creation of a Unified Register of Conscripts in Russia, information about them will be transferred to military commissariats, including tax inspectorates, Rosobrnadzor, the Ministry of Health and territorial bodies of the Ministry of Internal Affairs, stated in an interview with Parliamentary Newspaper, Chairman of the Duma Defense Committee Andrei Kartapolov. According to the publication’s interlocutor, this is necessary for the convenience of the citizens themselves, as well as to optimize the military registration system.

Previously, the Cabinet of Ministers obliged Rosobrnadzor to provide military registration and enlistment offices with data on students, including college students and schoolchildren, to update military registration documents. This is necessary in order not to “pull” a person “once again,” Kartapolov shared the details.

“Let’s say he finished nine grades and entered a vocational educational institution—data about the change in his status will automatically go into the register. And the military registration and enlistment office, forming a plan for the next conscription campaign, will already clearly know that he is not subject to conscription. Or vice versa, respectively,” he explained.

The head of the State Duma Defense Committee noted that military commissariats will also receive information about citizens from the tax inspectorate, medical organizations, including private clinics, internal affairs bodies involved in registration at the place of residence, and employer firms.

This will relieve military registration and enlistment offices of the extra burden of updating data, as well as avoid mistakes when summonses during the conscription campaign are given to those who are not subject to conscription, the legislator explained. The launch of the Unified Register of Conscripts is scheduled for the first half of 2025.
