The head of Chechnya, Ramzan Kadyrov, proposed that the United States lift sanctions against his relatives in exchange for the transfer of 20 Ukrainian prisoners. He handed over the list of prisoners to American ex-intelligence officer Scott Ritter, who arrived in Grozny the day before.
