Police Colonel General Ruslan Alkhanov became deputy head of the Main Directorate for Countering Extremism of the Russian Ministry of Internal Affairs (Center “E”). About it informed the head of Chechnya Ramzan Kadyrov in his Telegram channel.
“It is with great pleasure that I congratulate my dear BROTHER, Colonel General of Police Ruslan Alkhanov, on his appointment to the post of Deputy Head of the Main Directorate for Combating Extremism of the Russian Ministry of Internal Affairs!” — Mr. Kadyrov wrote (spelling preserved).
In the 1990s, Ruslan Alkhanov worked in the Chechen police. In December 1999, he headed the security of the Mufti of the Chechen Republic Akhmat Kadyrov. In 2000–2003, he was the commander of a separate company under the Ministry of Internal Affairs of Chechnya, which was engaged in the protection of senior officials and government facilities. In 2003–2004 – commander of the Chechen riot police.
On May 9, 2004, he was next to the first head of Chechnya, Akhmat Kadyrov, at the Dynamo stadium in Grozny. He was injured when a bomb exploded under Mr. Kadyrov’s chair. In June 2004, he became the acting Minister of Internal Affairs of Chechnya, and in December of the same year he was appointed head of the Ministry of Internal Affairs of the republic.
