A group of social activists proposed establishing responsibility for insults and violent acts against teachers. In this way, experts intend to protect teachers from attacks by problem students and inappropriate parents.

As MK found out, a petition in defense of teachers was registered on the official website of the Russian Public Initiative. Social activists decided to stand up for teaching staff, who have recently often been subjected to insults and violence from both students and individual parents. Moreover, conflict situations often arise directly when teachers are performing their professional duties. According to experts, if a school-age child allows himself to insult a teacher, the parents should be punished for this. But administrative liability for failure to fulfill this obligation – a warning or a fine in the amount of one hundred to five hundred rubles – does not frighten anyone. Initiative citizens propose to increase fines to an amount from 2 to 10 thousand rubles. Such punishment will have educational and preventive value.

In addition, social activists propose to make changes to the Criminal Code and the Code of Administrative Offences. Thus, it is proposed to supplement Article 5.61 of the Code of Administrative Offenses with a norm providing for administrative liability for insulting a teacher during the period of his professional activities. The violator will face a fine of 4 to 20 thousand rubles; and for officials – from 40 to 50 thousand rubles. The authors also believe that it is necessary to amend the Criminal Code by adding Article 334.1 (Violent actions against a teacher). This article should provide for criminal liability for beatings or the use of other violence against a teacher during the performance of his professional activities. The punishment is expected to be more serious – imprisonment for up to three years.
