To serve a 22-year sentence (if all three higher instances – appeal, cassation and the Supreme Court – do not cancel the sentence), the ex-governor of the Khabarovsk Territory Sergey Furgal will most likely be in the region described by Anton Chekhov in the work “Sakhalin Island”. The journey to Sakhalin from Lefortovo will take at least a month, and will be a difficult test.

However, at least a year and a half will pass before the possible dispatch: there is still another criminal case against Furgal ahead of the court.

Sergey Furgal himself is not yet thinking about going to a colony. This is too far away. Immediately after the verdict was announced, his defenders filed an appeal. This means that the verdict will not enter into force until it is considered. As practice shows, on average in Moscow, waiting for an appeal, prisoners spend at least six months in a pre-trial detention center (judges simply do not have time because of the high workload). There is no practice in Lefortovo to send prisoners to other regions before the verdict enters into force. And this is generally good, because a lot of budget money is spent on the “journey” of a prisoner through cities and villages, and the stages themselves are difficult to endure for both the person and his relatives (they and the lawyers lose all contact with him).

So Furgal will spend at least six months in Lefortovo only within the framework of one case. But there is also something else.

Recall that Furgal is accused of creating an organized criminal community and leadership in it during his tenure as governor of the Khabarovsk Territory. According to investigators, Furgal and his subordinates were involved in the theft at the Amurstal plant.

– We are now familiarizing ourselves with the case, – says lawyer Mikhail Karapetyan. – If it comes to court, then it’s another year and a half. In general, he will not leave Lefortovo in the near future.

I must say that despite this, many jailers froze in anticipation. Which region will Furgal eventually be sent to? Which colony?

By law, a person must serve a sentence at the place of residence. There are strict regime colonies in the Khabarovsk Territory, but the ex-governor will not be sent there.

– The reason is the same, for which the judicial review was not carried out there, – says a source in the Federal Penitentiary Service.

It’s about the attitude towards Furgal. Many sympathizers can be found even among local jailers (at one time, veterans of the penitentiary service applied to the PMC of Moscow with a request to check the conditions of the ex-governor’s detention). So it is unlikely that they will go to make life behind Furgal’s bars unbearable (if such a request is received). Well, in general, there will always be suspicions that they create light conditions for him.

As a result, another region will be chosen, but still in the same place, in the Far East. Sources in the Federal Penitentiary Service are inclined that it will be the Sakhalin region. They even call IK 1 in Yuzhno-Sakhalinsk and IK 2 in the village of Smirnykh. The first is designed for 870 seats (including the strict regime section for 20), the second – for 790 seats (and all of them are for “strict”). Most likely, Furgal will be placed in the one that is farther away. The colony in Smirnykh is located quite far from Khabarovsk and it is inconvenient to get there. This means that there will be no crowds of Khabarovsk residents near the IK.

I note that Furgal is now especially worried that housing has been arrested as part of a new case – both a house and an apartment in Khabarovsk. The family has no other housing, and they have nowhere to go. So far, there is no talk of confiscation, but it may be a matter of time.

At the same time, many cats and dogs live in the house, which will have nowhere to go.
