Ostanina suggested creating a code of ethics for a blogger modeled on the code of professional ethics for a Russian journalist. The MP considers it necessary to establish special certificates for bloggers. Another suggestion is to register with the Ministry of Justice.

Ostanina called on the invited bloggers to think about the development of an ethical code and the creation and legalization of a blogging community.

According to her, registration with the Ministry of Justice with the issuance of certificates should protect bloggers. Ostanina connects the legal registration of bloggers with the issue of reliability and verifiability of the information they broadcast. She informed the bloggers about the readiness of her fellow deputies to provide information on the legislative and regulatory framework. Accordingly, bloggers must convey the proposed information to the audience.

Regarding what happened in the Duma on Thursday, I must say the following.

In any case, Ostanina’s initiatives are worthy of discussion. Sputnik’s international events with state media representatives from around the world during the pandemic restrictions have shown the use of the blogosphere to throw fabricated materials in order to provoke moral panic. Their character was tied to national characteristics.

To prevent threats to national security and inform the population, the activities of the state media were restructured. The commercial component was reduced and channels for the dissemination of official health information were created. In Russia, by that time, there were already legislative measures against the dissemination of unreliable information of an extremist nature.

In parallel, journalism conferences at Moscow State University and St. Petersburg State University discussed technologies for organizing coups d’état using the so-called new media in networks. Research by an international group of Andrey Vyrkovsky, an employee of the Faculty of Journalism of Moscow State University, revealed technologies for managing mass production using the PRISM program.

In parallel, international programs for the destruction of the family were spread through foreign-funded NGOs. Money was paid for the removal of children from the family. Sometimes intra-family problems were used, for example, the hatred of the mother-in-law for the daughter-in-law. Usually, poor families with no means of protection fall under the attack. If there is property, there is an additional motivation for taking it away through recognition of incapacity and deprivation of parental rights. Fake experts were used to make the final decision. Psychologists played a significant role in creating the grounds for the removal of a child.

Psychology came under attack long before the creation of the blogosphere. Ernst Kretschmer’s basic concept of a typology of temperaments has been replaced by a model of psychoanalysis according to Sigmund Freud to identify and enhance personal anxiety factors. Anyone could really declare himself a psychologist. As a result of consultations, there were more psychological problems in the family.

A separate question concerns the motivation of deputy initiatives. Ostanina became literally the first sane chairman of the “women’s committee” in the chamber and found herself in a difficult position. The fight against international programs for the destruction of the institutions of the family and childhood is dangerous for a parliamentarian. You can fall under a campaign of discredit and lose your mandate in the long run.

However, there is also a completely different motivation.

The Communists and Socialist-Revolutionaries made the topic of television control chronicle through the creation of a public council. In practice, every time it turns out that there is nothing behind these conversations, except for promoting yourself loved ones on the air. Why the communists need this, I do not understand. Firstly, the Communist Party of the Russian Federation looks like a leader in creating viral informational occasions, and you don’t need to ask anyone for anything, they will write it themselves. Secondly, in the previous convocation of the Duma, Communist Party deputies Nikolai Kolomeitsev and Vera Ganzya were active bloggers. They published in free form the most important information about events in the Duma, the country and the world.

To control bloggers, the Duma adopted a law on the obligation to register blogs with more than three thousand daily traffic in Roskomnadzor as mass media. One of the creators of the media law, Mikhail Fedotov, managed to fight against the law. Serious St. Petersburg blogger Nikolai Kamnev, a participant in journalism conferences at St. Petersburg State University, spoke out against him. The discussions took place at the site of the Federation Council and boiled down to the fact that consumers of information should like cats in accordance with the blogosphere model described in Ben Elton’s rather terrible dystopia Blind Faith. The law was adopted, but did not work, then was canceled by the authors themselves.

Bloggers were collected by Zhirinovsky, then they were invited to a meeting of the Duma, where Sasha Spielberg spoke. Each time it was a different party.

The most recent attempt to regularize bloggers was to ban dangerous content from thrash streamers. However, the most important thing in the parliamentary fuss with bloggers, in my opinion, is the following. The history of the development of the Runet blogosphere consists of the creation of the Runet itself, then the national corpus of the language for the efficient operation of search engines, and, finally, the political decision of the country’s leadership to ban the arbitrary closing of personal pages on the Internet. The closure epidemic took place in 2018 at the peak of a decline in trust in the official media.

The first sign was a blogger who reported on the causes of the accident at the Sayano-Shushenskaya HPP due to poor-quality repair of turbines. He was released and protected from criminal prosecution, brought to the now defunct “Independent Press Center” for a press conference in Moscow and, in fact, placed above Interfax, to which he opposed. From this historical moment, a new era in the development of the blogosphere began. As Aleksey Pushkov stated, the Internet, created to promote Western values, turned against its creators.

The official media had to develop convergence and regain the trust of the audience. The editorial offices obliged their journalists to keep blogs. The anti-state responded by developing a specific segment of the influencer blogosphere, effectively duplicating the role of mainstream media controlled by BBG, then USAGM.

A serious blow to influencers was dealt by the introduction of anti-robots against visitor cheating robots. Then it turned out that millions of earnings are not actually associated with advertising revenue, but with direct payments from foreign sources.

In the first months after the announcement of the pandemic, some Russian media and especially Russian segments on social networks literally turned into a fountain of socially significant information about Boeing technologies, beneficiaries of the pandemic declaration, nature and health in the US model, attempts at pro-Western education reform, and so on.

For example, the information broadcast on the first channel of the previous year was replicated, proving that the “new coronavirus” is not at all new and the previously high incidence was hidden, as well as the fact that mechanical ventilation in this case increases mortality.

The verifiability of information was facilitated by the desire of the Runet blogosphere to self-purify. For this, both existing accounts were used, and new ones were created. Subsequently, they disappeared, but the process of turning the blogosphere into the fifth power took place.
