The Russian Union of Motor Insurers (RSA) proposes to increase the fine for driving a car without an OSAGO policy, the sanction should be comparable to the cost of the insurance policy – up to 5 thousand rubles, Deputy Executive Director of the RSA Sergey Efremov told RIA Novosti. The current fine is 800 rubles, if paid at a discount within 10 days – 400 rubles. “For almost 18 years of the law on OSAGO, the amount of the fine has not changed,” recalled Mr. Efremov.

The representative of the PCA noted that, in accordance with the SDA, the driver does not have the right to drive on public roads without an “autocitizen” policy, therefore, the lack of insurance is a serious violation, because of which, first of all, innocent road users suffer. If the culprit of the accident does not have an OSAGO policy, then the victim will not be able to receive compensation from his insurance company, he will have to sue the culprit.

“Therefore, the fine should be the maximum for those people who do not insure their liability, do not buy OSAGO, do not fulfill their obligation, it should be expensive,” said Mr. Efremov. In August of this year, the PCA sent a corresponding letter (available to Kommersant) to the Ministry of Finance with a request to consider the possibility of increasing the size of the sanctions provided for by the Code of Administrative Offenses of the Russian Federation. It says that, according to expert estimates, the number of vehicle owners whose liability is not insured reaches up to 10-15%, depending on the region. According to the PCA, this is caused, among other things, by the insufficient amount of sanctions for non-compliance with the requirements for OSAGO.
