89 congress participants voted to allow Russian and Belarusian fencers to participate in individual competitions. 46 voted against.
Athletes from Russia and Belarus banned to compete in the FIE in March 2022 following the recommendation of the International Olympic Committee against the background of the Russian military operation in Ukraine. At the same time, Russian businessman Alisher Usmanov, who has headed the organization since 2008, suspended acting as President of the FIE.
