The Legal Department of the State Duma issued a negative opinion on the initiative of the Legislative Assembly of the Kaluga Region on the standard “footage” of residential premises when registering foreigners. The authors of the bill argued that this provision would help combat “rubber apartments,” when an unlimited number of migrants are registered in one room. The legal department indicated that the proposal contradicts the Housing Code and that a similar bill was previously rejected by deputies. However, a member of the Presidential Human Rights Council (HRC), Kirill Kabanov, is confident that the “migration lobby” is against the initiative, and promises to finalize it.
