Governor of the Saratov Region Roman Busargin spoke in the regional parliament with the initiative to return 100% of parental fees for kindergartens to large families. Text of the bill (.pdf) provided “Kommersant-Middle Volga” in the press service of the regional Duma.

The current procedure for compensation of parental fees at the federal level implies the return of 20% of the payment amount to the parent of one child. For the second child sent to kindergarten, 50% is compensated, and for the third and subsequent children – 70%.

The financial and economic justification for the bill states that, according to information from district and city administrations, in the region more than a thousand state and municipal preschool education organizations are attended by just over 15 thousand children from large families. 1.1 thousand of them are the first children of their parents, 3.7 thousand are the second children, and 10.1 thousand are the third and subsequent ones.

Now, regardless of the number of children attending kindergarten, parents with many children will receive 100% compensation for parental fees. Approximately in 2024, more than 300 million rubles will be allocated from the regional budget for these purposes.

Earlier, lawyer and father of many children Damir Akhmedshin suggested to Kommersant that in some preschool institutions in the region, due to the adoption of the law, situations may arise when parents of one or two children will be charged with paying for meals for children from large families. This likelihood is explained by the fact that, according to the interlocutor, some municipal and state educational institutions in the region do not receive full funds to provide food for children – in such cases, educators ask parents for help.
