Deputies of the Samara provincial Duma adopted a law banning harassment of citizens in public places. For an offense, a warning or a fine of 1,000 to 2,000 rubles is provided. In case of repeated violation – up to 5 thousand rubles. This was reported on the website of the regional parliament.
Harassing citizens in public places will be considered grabbing hands, clothes, personal items, blocking the way, and more.
As the authors of the law explain, the regional department of the Ministry of Internal Affairs receives numerous appeals about the need for the police to take measures against beggars. However, federal and regional legislation does not provide for legal liability for begging, and there is no legal act to combat this problem.
According to law enforcers, in Russia the tendency of the past years to organize begging in the form of a criminal business is still preserved, the external side of which is the activity of “professional beggars” who “work” in favor of organizers who remain out of sight. In some subjects, administrative responsibility for such actions has already been established, the authors of the law emphasize.
