Until now, a Russian passport with a marriage stamp was hidden only by walking husbands from the eyes of their mistresses, and now frivolous grandparents will have to strain themselves: it is proposed to put a stamp on the presence of grandchildren in their documents. Although, judging by the details of the idea, its authors are not at all driven by the desire to “burn” the young grandparents, but, on the contrary, to make their life easier by getting rid of paperwork and throwing some money.
We go into the details of the proposed innovation together with experts and interested family members.
The proposal to “optimize” the relationship between grandfathers and grandchildren by simplifying them was sent to the government by members of the RF OP along with an explanatory letter, from which it follows that the actual stamp that “this girl has long been a grandmother” is just the tip of the iceberg. And it is based on the idea to cancel the multi-storey red tape.
“In Soviet times, no one had questions if children lived with their grandparents,” recalls a Muscovite, who at that time was the father, and now the grandfather of three grandchildren. – And now you need to arrange temporary guardianship, bring a bunch of certificates, hang out at all government places with your own opening hours, etc.
It is this problem that is proposed to be solved with the help of a “special stamp” about grandchildren in the passports of grandparents – so that it replaces all other pieces of paper, as well as their painstaking collection.
“The presence of a mark in the passport may be a sufficient basis for raising grandchildren in the absence of parents for a long time, for example, during the summer holidays,” the authors of the initiative clarify in a letter. Adding that today, according to the Family Code, the rights of Russian grandparents to grandchildren are limited. Sergey Rybalchenko, chairman of the OP Commission on Demography, Protection of the Family, Children and Traditional Family Values, backs up the need to expand these rights with numbers: “According to the VTsIOM, 74% of children were raised by their parents to one degree or another.”
The survey shows that the majority of public organizations that monitor the observance of the interests of large families, orphans and children in general, as well as parents, whose opportunities to involve the “third generation” in the upbringing of children with the advent of the stamp, support such an initiative.
– Now you just can’t even ask grandparents to pick up a child from school! – Parents rejoice at the upcoming changes. – And “on a knock”, for example, law enforcement officers can recognize neighbors as a crime if the child sits in the country with grandparents, who have not been issued guardianship and a notarized power of attorney.
Of course, grandchildren are happy, and grandmothers and grandfathers themselves. Moreover, at the same time it is proposed to introduce what the Runet has already dubbed “grandmother’s payments” – a special subsidy for grandparents, designed to compensate for their spending on grandchildren.
The State Duma positively assesses the proposal for stamps, although not everyone likes the idea of payments.
– Today there are certain problems. The grandmother can give the child for the weekend, but if the child needs to be provided with first-priority medical care, she will not even be able to resolve the issue of hospitalization, the State Duma Committee on Labour, Social Policy and Veterans Affairs notes.
Attempts to find a “fly in the ointment” idea were not crowned with particular success. The moment with the theoretically possible abuse of funds from “grandmother’s payments” was discussed by the public themselves, offering to charge money to a special card, from which it would be possible to pay only for children’s goods.
We are interested in law enforcement officers – is it possible to be sure without certificates that it is not dangerous to entrust a child to these elderly people.
– The issue is easily resolved – by the fact that the stamp on the grandchildren in their passport is affixed to the police department only at the request of both parents of the child (or one, if the second is deprived of parental rights or his whereabouts are unknown), – they answer in the department of PDN of New Moscow, where the initiative to simplify third generation access to children is supported.
