In the Novosibirsk region, places where it is prohibited to hold rallies have been identified

The authorities of the Novosibirsk region have prepared a list of places where holding rallies and demonstrations is prohibited. Corresponding changes are planned to be made to the regional law on ensuring conditions for holding public events in the Novosibirsk region. The bill was submitted to the Legislative Assembly by Governor Andrei Travnikov.

According to the law, holding public events is prohibited, in particular in places with historical and cultural features. The list includes such territories as Garin-Mikhailovsky Square, Kalinin Square, Karl Marx Square, the central square of the city named after Lenin, public events are also prohibited in the cities of the Novosibirsk region Kupino, Barabinsk, Tatarsk, Kochkovsky village council.

“Due to the large passenger flow, holding rallies in squares may lead to disruption of public order and transport,”— reported in the explanatory note to the bill.

Squares and parks, at the same time, are intended for holding festive and cultural events, where citizens who do not plan to “involuntarily participate in rallies” relax, according to the explanation to the lists of parks and public gardens in the city and region listed in the bill. It is also stated that holding rallies near memorial complexes and monuments “does not correspond to the established tradition of their use.”

Amendments to the law are made in accordance with the federal law on meetings, rallies, and demonstrations.
