There will be no fines for ignoring electronic summonses this year. This was announced by the head of the State Duma Defense Committee Andrei Kartapolov.

“The main traditional method of notification is paper summons. Electronic is additional,” Mr. Kartapolov told the Telegram channel Shot. He added that the law on electronic subpoenas will come into force on January 1, 2024. The 2023 fall conscription will begin on October 1 and end on December 31.

April 11 amendments to the law on military registration State Duma accepted immediately in the second and third readings. Changes include the introduction of electronic summonses, restrictions on leaving Russia after receiving a notice, and new penalties for failure to appear at the military registration and enlistment office. Parliament also approved the creation of a digital register of those liable for military service. This will make it possible to equate the electronic summons from the State Services website to its paper version.
