In Tatarstan, all those liable for military service who are in reserve are forbidden to leave their cities and regions. Such an order was issued by the military commissar of the republic, Sergei Pogodin. It was published in the newspaper “Republic of Tatarstan” (used for the official publication of documents of the authorities of the region). The military commissar also said that, as part of the mobilization, residents and organizations must “deliver serviceable vehicles, road-building, underground transport and other machines and mechanisms” to the military registration and enlistment offices, according to their orders.
“Officers, warrant officers, midshipmen, sergeants, foremen, soldiers and sailors of the reserve, who do not have mobilization orders in their hands and have not received summons from the military commissariats of municipalities, are temporarily prohibited from traveling outside the district (city),” the document says.
Thus, movement is restricted to a large part of the region’s men. So far, Kommersant has not been able to explain how this ban will be controlled in the press service of the President of Tatarstan.
Mr. Pogodin ordered the storekeepers, who had agendas and instructions, “to appear on time and at the points indicated in the personal agendas.” If personal agendas have not been received, then it is necessary to “arrive at the time and points specified in the mobilization instructions.” Organizations where conscripts work must fully pay them their salaries and release them from work, the order says.
If citizens in the reserve live in Tatarstan temporarily, they are ordered to “immediately leave for the place of permanent residence” and proceed to the military commissariat “at the place of state on military registration.”
The military commissar warned of the responsibility of those who violate his order.
Recall that on September 21, Russian President Vladimir Putin announced a partial mobilization in Russia. Citizens from the reserve and those who have served in the military will be subject to the call. Defense Minister Sergei Shoigu explained that the mobilization will affect about 1% of the total mobilization resource of Russia, and 300,000 reservists will be sent to the combat zone.
