The Research Institute of Radio (NIIR) proposed to organize an experimental legal regime for the transfer of telephone numbers between regions. This application was submitted by the institute to the Ministry of Economic Development. The pilot zone is planned to be created with telecom operators “Tinkoff Mobile and SIM Telecom. We are talking about the principle of MNP (mobile number portability), which involves the ability to save your phone number when moving from one operator to another. This principle has been in force in the Russian Federation since 2013, but now the transition of users to another telecom operator while maintaining the number is limited to one region.
NIIR offers to provide customers with the opportunity to port mobile phone numbers throughout Russia. In the future, this initiative may also extend to fixed and city numbers, the organization notes.
“The so-called mobile slavery persists at the regional level. If the transfer of numbers between operators in different regions can be organized, then this problem will be removed, ”explained Oleg Ivanov, General Director of NIIR.
The Ministry of Economic Development confirmed receipt of the application from the institute. The department clarified that they had already given a comment. They also added that if the proposal is finalized, the ministry is ready to consider it again.
The organization noted that preliminary tests with Tinkoff Mobile and SIM Telecom showed the possibility of implementing interregional number portability. Tinkoff Mobile also confirmed the success of the tests. The representative of the company noted that this initiative will facilitate the transition of subscribers to another operator.
At the same time, he did not support the ideaMegaphone“. The company explained that its implementation could lead to an increase in fraud and negatively affect the cost of billing for subscribers for long-distance and inter-operator calls. Representatives MTS and Vimpelcom (brand “Beeline”) declined to comment.
