United Russia deputies sent an appeal to the Ministry of Transport and the Ministry of Internal Affairs with a proposal to ban the movement of electric scooters for persons under 18 and on pedestrian streets, as well as limit their speed to 15 km / h. The text of the appeal says that the number of accidents involving electric scooters and other SIMs is increasing every year. In particular, if in 2019 there were only 147 such accidents, then in 2022 there are already 976. At the same time, over the past year, 19 people died as a result of road accidents, and another 941 were injured. Since the beginning of this year, 60 accidents involving SIM have already been recorded, in which 63 people were injured.

From October 2022, electric scooters are subject to a speed limit of 25 km/h, five times the speed of a pedestrian. “The changes that have been made are not yet working. In this case, it is necessary to ensure the safety of pedestrians by reducing the speed of rolling electric scooters to 15 km/h,” said Alexander Yakubovsky, a member of the State Duma Committee on Construction and Housing from United Russia, who signed the appeal.

Kicksharing operators, in turn, believe that reducing the speed to 15 km / h is unnecessary, since the speed of electric scooters is regulated depending on the location. Thus, Whoosh electric scooters cannot go faster than 10-15 km / h on crowded streets, in parks and squares, and Lite – faster than 5-15 km / h in places of dense pedestrian traffic and parks. At the same time, for many users, the scooter is a means of transportation in addition to public transport. This is indicated by the fact that 77% of trips are on transport routes, and not on pleasure ones, noted in Whoosh.

From March 1, electric scooters, hoverboards and segways got status of means of individual mobility (SIM). After the approval of the new rules, the government clarified that the speed of such vehicles will be limited to 25 km / h, and that such vehicles can be driven on sidewalks, bicycle and pedestrian paths, but only if its mass does not exceed 35 kg.
