Deputy Prime Minister Victoria Abramchenko, who oversees environmental issues in the government, ordered the development of a program to eliminate ship “cemeteries” throughout the country. The Ministry of Transport, the Ministry of Natural Resources, the Ministry of Emergency Situations, the FSB, the Federal Property Management Agency and other relevant departments have been instructed to carry out an “inventory of property sunk in internal sea waters, the territorial sea and the exclusive economic zone.” After that, they must propose to the government how to eliminate it as part of federal projects until 2030, and find funds for financing. It is also necessary to develop changes to the laws to “clarify the procedure and requirements for the removal of sunken property.”

In August 2020, Prime Minister Mikhail Mishustin, during a visit to the Far East, drew attention to the “cemeteries” of sunken ships. Following the trip, he instructed to solve this problem.

In total, in 2020, there were 580 sunken ships in the waters of the Far Eastern District. But a month after the prime minister’s order, the Ministry of Transport announced that there were no sources of funding for activities to raise and dismantle the ships.

As part of the federal project “General Cleaning”, adopted in 2021, by the end of 2024 it is necessary to raise and dispose of 213 sunken ships in six regions of the Far East. 20 billion rubles were allocated for this program for the period 2022–2024, of which more than 1 billion rubles should be spent on the recovery and disposal of sunken ships. According to Victoria Abramchenko, there are at least 1 thousand sunken ships in Russia.
