In Russia, it is planned to introduce administrative liability for refusing to let gas equipment maintenance workers into an apartment, the Izvestia newspaper reports, citing Sergei Pakhomov, chairman of the State Duma committee on construction and housing and communal services.

The bill will be developed within a year. Pakhomov said sanctions should be tough but balanced to ensure the safety of both workers and residents. He also noted that amendments to the administrative code should be developed with the participation of the State Duma Committee on State Construction and Legislation, and the deadlines depend on the adoption of a basic law on concluding contracts for the maintenance of gas equipment with only one organization for each house.

The basic bill will indicate that residents will be able to conclude an agreement with a maintenance company, which will specify the visiting times during which a citizen must provide access to his apartment. The Ministry of Construction and Housing and Public Utilities reported that it participated in the development of the bill and its implementation will allow maintaining the in-house and in-house gas equipment in good condition.
