A scandal is breaking out in Primorye – female prisoners in correctional colony No. 10 were forcibly shaved off their heads. According to human rights activists, about 50 people were injured. The local department of the Federal Penitentiary Service claims that there was no violence in the colony. According to the service, seven people voluntarily cut their hair there because of lice. The head of the Public Monitoring Committee of Primorye, Vladimir Naidin, suggests waiting for the findings of the prosecutor’s office.

A member of the Human Rights Council under the President of the Russian Federation, Eva Merkacheva, sent a request to the director of the Federal Penitentiary Service, Arkady Gostev, about the situation in IK-10 in Primorye. “I spoke with the relatives of convicted women who were forcibly shaved bald in the colony, with members of the PMC (Public Monitoring Commission.— “Kommersant”)”, who are shocked by everything they saw, wrote Mrs. Merkacheva in her Telegram channel.—Some women who resisted shaving their heads have injuries.”

According to human rights activist Eva Merkacheva, on September 15 and 16, about 50 women were shaved “under zero” in colony No. 10.

Mrs. Merkacheva quoted a statement from the relatives of one prisoner: “The daughter was on her knees, asking not to cut. And they tied her up and shaved her head. She didn’t have any lice. Neither she nor the other girls have braids.” According to Mrs. Merkacheva, in this case “we are talking about a serious crime.” The human rights activist asked the head of the Federal Penitentiary Service to conduct an on-site inspection of the colony.

The head of the Primorye Public Monitoring Committee, Vladimir Naidin, confirmed to Kommersant that the commission received complaints about the incident at IK-10. According to him, members of the PMC “went to the colony and after the visit sent an appeal to the prosecutor’s office.” However, Mr. Naidin refused to say whether the facts stated in the complaints are reliable.

“Members of the PMC do not conduct investigations; they record violations according to the words of the convicted. And they send it to the prosecutor’s office to verify the complaints,” he said, proposing to wait for the results of the inspection by the supervisory agency. The Primorye prosecutor’s office declined to make any comments.

The Main Directorate of the Federal Penitentiary Service for Primorye claims that reports that “50 women were forcibly shaved in a women’s colony are not true.”

The department insists that hair cutting was carried out only on seven people who, upon examination, showed signs of lice.

“In order to prevent the spread of the disease, an informational and explanatory conversation was held with them and they were asked to undergo the necessary sanitary and hygienic procedures. Hair cutting was carried out with the consent of the convict, who was officially employed as a hairdresser. Physical force was not used against the women, there is no threat to their life and health,” the FSIN Main Directorate for Primorye told Kommersant.

The department admitted that one of the women was found to have “bodily injuries” (which ones and for what reason were not specified) and the materials on this fact were sent to the investigative department for the Mikhailovsky district of the Investigative Committee of the Russian Federation.

On condition of anonymity, a representative of the Federal Penitentiary Service for Primorye expressed confidence that this is “another information attack” on the department with the aim of “changing the leadership” of the regional administration.

Let us remind you, in July of this year, the deputy head of the Main Directorate of the Federal Penitentiary Service of the Russian Federation for the Primorsky Territory, Colonel of the Internal Service Vladislav Bondarenko, was arrested. He is charged with complicity in fraud (Part 5 of Article 33, Part 4 of Article 159 of the Criminal Code of the Russian Federation) and abuse of official powers (Part 3 of Article 285 of the Criminal Code of the Russian Federation).
