In Perm they decided to limit the placement of scooters at bus stops

The Perm administration intends to regulate the placement of personal mobility devices (scooters) by changing the city improvement rules. According to the draft decision submitted by the head of Perm Eduard Sosnin to the City Duma, scooters will not be placed on lawns and flower beds, on children’s playgrounds and sports grounds, sidewalks and pedestrian paths if the space remaining for pedestrians to pass is less than 2.5 m.

In addition, scooters will be prohibited from being placed at public transport stops, bike paths, parking lots and areas within the visibility triangle at intersections and road junctions. It will not be possible to leave scooters closer than 1 m from the edge of the roadway if there is no fence on the road. Areas of cultural heritage sites will be banned for this popular mode of transport. Scooters will not be able to be attached (or placed) to fences, small architectural forms, green spaces, advertising structures, or art objects.

It will be possible to leave scooters in Perm in bicycle parking areas and on sidewalks at least 3 m wide, if this does not interfere with pedestrians. Also, special places will be allocated for placing scooters, which will be determined by the administration. Vehicles left in places not intended for this purpose will be evacuated. Changes to the rules of improvement regarding the placement of scooters will be discussed by residents of Perm at public hearings (.pdf) December 13 at the city administration.

Let us recall that in October in Perm the results of a survey on measures to regulate the operation of electric scooter rental services were summed up. 2866 people took part in the voting. Of these, 349 (12.1%) believed that it was necessary to strengthen control over compliance with landscaping rules and fine operators providing rental services for placing scooters in inappropriate places.

913 (31.8%) participants voted for the option “it is necessary to limit the zones in which movement on electric scooters is possible, and the speed of their movement, as has already been done in a number of cities and countries.” More than 55.9% of participants, namely 1,604 Perm residents, voted for a ban on the work of operators of electric scooter rental services.

According to the city administration, in Perm since the beginning of the year happened 86 accidents involving electric scooter drivers. As a result, 91 people received injuries of varying severity.
