In Moscow, from October 15, tariffs for public transport users have changed. A one-time trip using the Troika card (one of the most popular among passengers) has increased in price from 50 rubles. up to 54 rubles, and when logging in using biometrics (Face Pay technology) – from 46 rubles. up to 50 rub. The price for a number of subscriptions for several trips has also increased. The city authorities explain the decision to index tariffs for the second time during the year by inflation, noting, however, that the increase in the cost of travel on public transport since 2011 lags behind inflation by 40%, as well as the unprecedented expansion of the transport network, the development and maintenance of which is associated with costs. Since October 15, the city has also increased the cost of towing vehicles parked in violation of the rules, and for some categories of cars – by 25%.

New tariffs for travel on public transport (ground, metro, MCD and MCC), according to Moscow government decree No. 1874-PP (.pdf), began to operate on October 15. A one-time trip on all types of transport with a Troika card using a Wallet ticket (one of the most popular types of travel) now costs 54 rub. instead of 50 rub. When traveling using FacePay technology (passage using biometrics, available in the metro and on the MCC) – 50 rub. instead of 46 rub. Subscriptions for several trips have also become more expensive: for example, a 90-minute ticket for travel on any type of transport now costs 81 rubles. instead of 75 rubles, a travel card without a travel limit in the central zone for 30 days – 2.73 thousand rubles. (instead of 2.54 thousand rubles), for 60 days – 3.15 thousand rubles. (instead of 2.73 thousand rubles), for 90 days – 6.6 thousand (instead of 6.15 thousand rubles). New types of travel cards have been introduced, for example, “Metro + MCD” for students.

As explained by the Moscow Department of Transport, prices have been adjusted to account for inflation and rising prices for fuel and electricity. The department drew attention to the fact that the cost of annual “United” tickets in the central zone (19.5 thousand rubles) and the suburbs (24.4 thousand rubles), as well as a “Bus-tram” ticket (14 thousand. rub.) has not changed. Tariffs also remained unchanged on river transport (150 rub.). “From 2011 to 2023, the increase in fares on various types of transport in Moscow is 40% lower than the inflation rate for the same period,” noted the Department of Transport.

Note that in previous years, tariffs for public transport in Moscow were indexed once a year.

In 2023, this happened twice: the first time was on January 2 (then a one-time trip on Troika went up in price from 46 to 50 rub.). When asked by Kommersant about the reasons for the second increase in tariffs during the year, the Department of Transport answered: “In 2023, Moscow set a record for the number of large-scale transport events – the opening of new metro stations, rail transport lines, roads and the launch of other significant projects. For the first time, unique year-round regular river electric transport routes were launched. For the further development of the Moscow transport system, it is necessary to adjust tariffs for travel in Moscow public transport. New transport infrastructure requires operating costs, including energy and consumables.”

“Double” indexation of tariffs is observed not only in Moscow, says Ilya Zotov, a member of the public council of the Ministry of Transport: for example, prices for reserved seats in railway traffic also increased twice this year (from January 1 – by 8.8%, from December 1 – by another 10.8%). “Transport operating costs are rising, new metro stations and other facilities need to be maintained, equipment is becoming more expensive.

At the same time, budget expenses for maintaining transport do not increase, so the tariff increases,” the expert explained to Kommersant.

The head of the Union of Passengers of Russia, Kirill Yankov, recalls that at the beginning of the year the inflation forecast was about 4%, now it is 7.5%, in parallel, prices for fuel, energy and spare parts for rolling stock are rising, some of which are imported through parallel imports.

Along with the new tariffs for public transport, from October 15, the cost for violators to evacuate illegally parked cars (left under a prohibitory sign with a “Tow Truck Operating” sign, at pedestrian crossings, wheelchair spaces, etc.) has increased.

The price for one day of storing motorcycles and mopeds in an impound lot increased from 745 to 940 rubles, cars and trucks weighing up to 3.5 tons – from 1.45 thousand to 1.82 thousand rubles, buses and trucks – from 2.58 thousand to 2.59 thousand rubles. Let us remind you that the owner has the right to pay for moving the car 60 days after receipt, or immediately – in this case there is a 25% discount.

In less than a month, on November 7, motorists will see new tariffs for parking zones. Firstly, the list of zones themselves is expanding: paid parking lots are being introduced for the first time on 1st Voykovsky Proezd, 2nd Novopodmoskovny Lane, 1st Magistralny Proezd, on Mikhail Yakushin and Igor Chislenko streets, as well as near the hotel and in the residential area at the intersection Leningradsky Prospekt and Novaya Bashilovka Street. The list of streets where parking will be paid not only on weekdays, but also on Sundays is expanding: Kievskaya, Marksistskaya, Studencheskaya streets, Olkhovsky, Botanichesky, Mozhaisky, Kutuzovsky lanes (more than 40 streets in total). The price of parking in 3rd Krasnoselsky and 3rd Lyusinovsky lanes, Bolshoi Balkansky lane, Mayakovsky lane, Apakova passage is increasing. It is decreasing – in Prichalny Proezd, on the section of Kosmodamianskaya Embankment, on Skladochnaya Street and on 4th Street of Maryina Roshcha. In total, according to Department of Transport estimates, tariff changes will affect 3.5% of streets with paid parking.
