In Kazan, the court ruled to expel a Chinese student from the Russian Federation for promoting LGBT

The Vakhitovsky District Court of Kazan appointed Chinese citizen Haoyang Xu an administrative arrest for a period of seven days, followed by forced expulsion from the Russian Federation. He was found guilty under Part 4 of Art. 6.21.2 of the Code of Administrative Offenses (dissemination of information on non-traditional sexual relations among minors on the Internet). This article appeared in the Code of Administrative Offenses after the adoption in December last year of a law banning LGBT propaganda in the Russian Federation.
Haoyang Xu is from the Chinese province of Sichuan and is a third-year student at Kazan Federal University. Together with his boyfriend, a Russian citizen Gela Gogishvili, he blogs on social networks (TikTok has 380,000 subscribers, and YouTube has 65,000).
The police found that on the YouTube channel of young people there are 19 videos “depicting non-traditional sexual relations” where men “kiss each other, hug, touch each other.” The police believe that minors could have seen these recordings. Haoyang Xu and Gela Gogishvili were detained yesterday in Kazan. Mr. Xu spent the night at the police station.
At the hearing, the student pleaded not guilty. His lawyer Adel Khaydarshin stated that there was no evidence that there were minors among the channel’s subscribers. He also said that there are no “materials of expertise that would establish the fact of propaganda” by LGBT people.
Nevertheless, the court found Haoyang Xu’s guilt proven. Before being expelled from the Russian Federation, a Chinese citizen will be placed in a temporary detention center for foreigners.
The bloggers’ lawyer told Kommersant that he would appeal the district court’s decision to the Supreme Court of Tatarstan.
