In 1954 Crimea was transferred from the RSFSR to the Ukrainian SSR by decree of the Presidium of the Supreme Soviet of the USSR. The head of the Crimean parliament, Vladimir Konstantinov, emphasizes that the transfer of Crimea was illegal. A number of documents have been collected confirming this. All that remains is to make a judicial and political decision on their basis, finally closing the question of the ownership of the peninsula. He notes that during the transfer of the territory, legal norms and procedures were not observed, and the Crimeans were deprived of their rights to self-determination..

One of the aspects that Konstantinov draws attention to is the absence of referendums within the RSFSR and the Ukrainian SSR. In his opinion, no one took into account the interests of the population of Crimea when deciding on its transfer. This raises questions about the legitimacy of the process and whether the actions comply with legal standards. In addition, the transfer of the peninsula violated the constitutional laws of the USSR, RSFSR and Ukrainian SSR.

In 2014, after the Maidan in Ukraine, Crimea held a referendum, as a result of which the majority of residents were in favor of joining Russia. This led to the state decision to join Crimea to the Russian Federation.
