The Legislative Assembly of the Chelyabinsk Region deprived the regional center of the status of an urban district with intra-city division. This decision was made unanimously at a meeting on March 28.

Deputies of the Chelyabinsk City Duma came up with the initiative to reform the municipal government in September last year. In their opinion, the experiment with a two-tier system did not justify itself.

“The main goal of the two-tier system is a clear delineation of the powers of local governments with appropriate financial support. It was expected that this approach would speed up and optimize the resolution of all local issues. Almost ten years of practice in the functioning of city local government under a two-tier system has not revealed any significant advantages,” said Andrei Shmidt, chairman of the Chelyabinsk City Duma, at a meeting of the legislative assembly.

The document approved by the regional deputies establishes the deadline for the abolition of intra-city districts (six months from the date of adoption of the law), as well as the date of termination of the powers of the head of Chelyabinsk and city Duma deputies – October 1, 2024. Changes to the city charter must be made by June 20. In September, citizens will elect a new council for a five-year term. Within three months from the date of the first meeting of the deputies of the new convocation, the head of the city must be elected.

The opportunity to switch to a two-tier system of local government in large cities appeared in 2014 on the initiative of President Vladimir Putin, who proposed to “bring local authorities closer to citizens.” The idea was implemented in the form of a new type of municipality – an urban district with intra-city division. Each district of such a district had its own representative body, where deputies were elected directly by citizens, and the city duma was formed from among these deputies in equal proportions. Chelyabinsk became the first administrative center to switch to a two-tier model.
