In 2023, the Ministry of Internal Affairs brought to administrative responsibility 4,585 Russians who did not notify about their second citizenship or residence permit of a foreign state. This is almost twice as much as in 2022, when 2,584 administrative protocols were drawn up for similar violations (Article 19.8.3 of the Code of Administrative Offenses of the Russian Federation).

As the Ministry of Internal Affairs told TASS, in the six months of 2023, 13 crimes under Art. 330.2 of the Criminal Code of the Russian Federation (failure to fulfill the obligation to submit a notification of citizenship or nationality of a foreign state). Seven people were identified who committed them.

By law, a citizen of the Russian Federation, after receiving a passport or residence permit in another country, is obliged to notify the Ministry of Internal Affairs about this. Otherwise, he may be held accountable under Art. 19.8.3 Code of Administrative Offenses of the Russian Federation (faces a fine from 500 rubles to 1 thousand rubles) or under Art. 330.2 of the Criminal Code of the Russian Federation (fine up to 200 thousand rubles or compulsory work for up to 400 hours).

At the end of October 2023 It entered into force a law regulating the procedure for notifying foreign institutions about obtaining a second citizenship. It assumes that Russians who are abroad have the right to submit a notification of obtaining citizenship or a residence permit to foreign institutions within 60 days.

The same month in Kazan detained journalist of Radio Free Europe / Radio Liberty (recognized as a foreign agent in the Russian Federation) Alsu Kurmasheva, who also has US citizenship. The court found her guilty of failure to notify about a second passport (Article 330.2 of the Criminal Code of the Russian Federation).
