At the end of 2023, Kalmykia recorded 31% more individual entrepreneurs and legal entities compared to 2022, Tochka Bank reported, citing data from the Unified State Register of Legal Entities. Kalmykia became the first among Russian regions in terms of the increase in entrepreneurs over the year.

Tochka explained that the best conditions for business have been created in Kalmykia. In particular, taxes are lower there, and registration and documentation procedures are “simpler and faster.” The top 5 also included:

  • Chechnya (over the past year the number of entrepreneurs there increased by 10.7%);
  • Dagestan (growth 10.5% year on year);
  • North Ossetia (increase by 8.5%);
  • Trans-Baikal Territory (increase by 7.5%).

In Kalmykia, the number of online stores has tripled, which has become the highest figure among all business segments in the region. The second place in the opening of new companies was taken by the trade of non-food products (an increase of 41%). Real estate transactions are in third place (+18.68%), construction is in fourth (+14.83%), and livestock farming is in fifth (+14.58%).

In Chechnya, the number of online stores has increased 2.5 times. Also, companies in the field of sports, recreation and entertainment (an increase of 12.7%), wholesale trade (+8.16%) and trade in non-food products (+4.56%) were often opened in the republic. In Dagestan, companies from the sphere of Internet sales (65%) and tourism (+28%), as well as the hotel business and hostels (+14%) are leading in openings. In North Ossetia over the year, the largest number of companies opened were in the field of sports, recreation and entertainment (+13%), companies involved in cargo transportation (+11%), as well as restaurants and cafes (+9%).

The fewest new individual entrepreneurs and legal entities were registered in the Vologda (0.2% year-on-year increase), Samara (1.2%), Sakhalin (1.3%) and Kursk regions (1.8%), as well as in Karelia (2%).

In 2018, the Ministry of Economy developed a bill that proposed eliminating the requirement to have an office when registering a business. The initiative was canceled due to the requirements of the Global Anti-Money Laundering Group, which considered that this method “involved the risk of not finding a legal entity.” In July 2023 became knownthat a group of deputies has prepared two bills that will allow the registration of a legal entity and individual entrepreneurs using an electronic address instead of a physical one.
