The government is again discussing the idea of tightening the requirements for import-substituting purchases of state-owned companies – now in the form of an attempt by the State Duma Committee on Industry to eliminate loopholes in the law that allow the purchase of foreign goods under the guise of domestic ones to meet quotas, and to force state-owned companies to take into account only products from government lists of local products in quotas.
