“Gostekh” clarified the dates – Newspaper Kommersant No. 207 (7408) dated 11/09/2022

The White House clarified the planned deadlines for the mandatory transfer to a single digital platform “Gostech” of the creation and development of federal and regional state information systems (GIS). So, for the first, a period is provided from April 1, 2023, for the second – from January 1, 2024. It is planned to complete the transition for federal GIS by the end of 2025, for regional GIS – by the end of 2026. It is assumed that the creation and development of GIS on the platform will, among other things, increase their security, as well as reduce the cost of modernization.

The Ministry of Digital Development has prepared a draft presidential decree on the phased transition to the creation and development of GIS at the expense of budgetary funds on a single digital platform Gostekh. In accordance with the document posted on the regulation.gov.ru portal, the mandatory use of Gostech and the state unified cloud platform (GEOP) for federal GIS is provided from April 1, 2023, regional GIS – from January 1, 2024. In the first case, the transition is planned to be completed by December 31, 2025, in the second case, by December 31, 2026. The government must ensure that the necessary changes are made to the legislation within ten months.

Earlier, Deputy Prime Minister Dmitry Chernyshenko already reported on the need, at the direction of the President, to carry out a mandatory transition and use of Gostekh when creating and developing GIS from 2023 for federal executive authorities, and from 2024 for regions. “Now it is very important to start work on allocation at Gostekh for all GIS basic typical services that can be reused by federal executive authorities and regions. The Ministry of Digital Transformation needs to form a list by the end of the year, as well as include their development in departmental digital transformation programs,” he said.

The phased transition to Gostech is designed to eliminate the dependence of GIS on foreign software manufacturers, eliminate sanctions risks in the creation, development and operation of information systems, increase their security, reliability and fault tolerance, as well as reduce the cost of modernization, the developers of the document indicate. Recall that the reduction of government spending is supposed to be achieved due to the fact that each GIS contains up to 80% of the typical functionality.

The transition procedure, including terms, stages, criteria for the obligatory use of Gostech, must be approved by the presidium of the government commission on digital development within two months. To empower the government commission with the appropriate authority, the Ministry of Digital Development also developed a draft amendment to government decree No. 1065 of September 7, 2018.

The draft decree notes that the chairman of the government, including taking into account the technological and economic feasibility of switching to Gostekh and GEOP, may decide to eliminate the obligation to create and develop individual GIS on these platforms. Also, the document does not apply to GIS that provide processing of information containing state secrets, secrets of investigation and legal proceedings, as well as information about persons in respect of whom state protection measures are applied, and these measures themselves. The creation, development and operation of the federal GIS of ministries, services and agencies subordinate to the President, as well as the GIS of Moscow on the Gostech and GEOP platforms, is carried out according to the decisions of their leaders, including taking into account the technological and economic feasibility of the transition.

Recall that in October of this year, Prime Minister Mikhail Mishustin signed an order approving the concept and roadmap for the development of the Gostekh platform (for more details, see Kommersant on October 26). Its work in experimental mode began in 2020 and will last until the end of this year.
