According to city residents, cows and horses are roaming around the village without permission. Their farmer Mikhail Utochkin does not take care of his animals: he did not build a special pen for them and did not care for them properly. Some cows were diagnosed with leukemia, but the owner is not interested in this. And one of Utochkin’s horses bit the child.
Residents have contacted the city administration many times, but the situation has not changed. Things moved forward only when the news hit the federal media.
Now Utochkin needs to build a pen for his cattle. If he does not do this, the animals will come under the care of the administration.
