HRC will demand to dismiss the head of Pechora

Chairman of the National Anti-Corruption Committee of the HRC Kirill Kabanov in his Telegram channel announced plans to prepare an appeal demanding the removal of the head of the administration of Pechora (Komi Republic) Valery Serov. Mr. Kabanov, calling his behavior “boorish” because of the insult to the Izvestia correspondent. Valery Serov called the representative of the mass media “an ill-mannered idiot”, a “prostitute” and a “journalistic whore”.
The Izvestia film crew traveled to the municipal district of Pechora, located in the north of the Komi Republic, to film video report about freezing houses. In winter frosts, residents are forced to manually beat off snow and ice from the walls of entrances due to the fact that the management company does not properly fulfill its obligations to maintain the housing stock.
After talking with its director, the correspondent and cameraman went to the district administration to find out the position of the local authorities. The head of the administration at first called the questions asked to him “provocative” and said that they would not be “led” on them. And then Valery Serov, talking to someone on the phone, said: “I don’t plan to tell every ill-mannered idiot.” After that, he forced the film crew out of the office. And in the hall at the exit from the administration, in parting, he called the film crew “prostitutes and journalistic whores.”
A video about the emotional and clearly incorrect reaction of a municipal employee from the Komi Republic has spread around the Internet. Having learned about the situation, the chairman of the National Anti-Corruption Committee, Kirill Kabanov, in his Telegram channel posted a video of the injured journalist and a post stating that “a person like this very head clearly does not correspond to his position and, by his behavior, as well as the quality of work, discredits power in general.
Mr. Kabanov also wrote that he and his colleagues would prepare in the Human Rights Council “an appeal for removal from office due to the loss of confidence of this specialist” in matters of prostitution “”. And he added that in such positions the country needs “qualitatively different specialists who are professionally versed in the especially important area of housing and communal services and who are able to work with society and the media.”
Mr. Serov himself, who actively maintains a service account on VKontakte, does not explain the incident in any way. There is no public apology for his behavior on his social networks. Neither he nor the members of his team comment on what happened. At the same time, in a private conversation with Kommersant, one of the representatives of the administration’s leadership admitted that “it is not easy to work under Serov.”
According to him, “he became especially irritable after the tragedy of the past summer.” In August 2022, his deputy, right at a concert dedicated to the Day of the Republic on a street stage, being in a state of intoxication, provoked a fight by pushing a sound engineer, a well-known musician in the city, from her. He died from his injuries in the hospital. Regarding Serov’s “right hand” was initiated criminal case, he was suspended from office for the period of investigation.
