HRC appealed to legislators with a request to clarify a number of issues on the digitalization of military registration

The head of the Human Rights Council (HRC) under the President of Russia, Valery Fadeev, supported the creation of a unified register of those liable for military service. However, he asked lawmakers for clarification on controversial issues related to the distribution of digital agendas.
“Of course, every person liable for military service must come to the military enlistment office on the agenda. No one should evade the call. Military service is a constitutional duty. This is important and we support the creation of such a registry,” said Valery Fadeev. His words are quoted in Telegram-channel SCH.
Nevertheless, the head of the HRC noted that in connection with the adoption of the law, some “logistical issues” arise. Among them, he indicated a situation in which a citizen does not have an account on the State Services portal, through which a digital agenda will be served.
He also asked the question: “what if there is no smartphone and computer?”. Valery Fadeev pointed out that there are many such “non-digitized” people in Russia, especially “in the outback”. The head of the Human Rights Council noted that doubts also arise regarding the restrictions that come into effect after the summons is served.
“And if a person is sick and not fit for service, but the military registration and enlistment office does not know about it and sends a summons? And if this is a conditional shift worker who worked for a month in the north and for a good reason did not check his account? Will he come back and be held accountable already?” – gave examples of possible situations, the head of the HRC.
Mr. Fadeev also commented on the words of the head of the Ministry of Digital Development Maksut Shadayev that the notification of the agenda at the State Services could be turned off. “Will there be liability for non-attendance in this case?” – he asked.
The law providing for the creation of a unified register of military records and allowing to notify conscripts using electronic summonses, on April 11 immediately in the second and third readings accepted deputies of the State Duma. Today, April 12, the law approved Council of the Federation.
