How will the life of Russians change in November?

Restrictions for unqualified investors, microloans secured by an apartment will no longer be given, paper car passports will no longer be issued, tachographs will become mandatory for buses and trucks – all this is just part of the changes that await Russians from the beginning of November.

Restriction for unqualified investors

From November 1, Russian brokers will not execute orders from unqualified investors to purchase securities of issuers from unfriendly countries if, as a result of the transaction, the share of such securities in the portfolio exceeds 10%. Such a measure is introduced in accordance with the order of the Central Bank of the Russian Federation of September 6, 2022. Previously, this limit was 15%, but since December, such foreign securities in the portfolio should not exceed 5%. According to the regulator, this should minimize the risks for ordinary investors, since foreign financial institutions that record securities can block the ability to dispose of acquired assets at any time without warning.

Microloans secured by an apartment will no longer be given

From November 1, 2022, microfinance organizations will not be able to issue loans secured by real estate. Such an innovation will not affect only loans for entrepreneurial activities. In addition, from November 1, Rosreestr will be required to notify the owner if it suddenly receives documents to register the transfer or termination of ownership.

The residence permit will become indefinite

From November 1, an unlimited residence permit is introduced in Russia. Documents will need to be changed only if typos were made during registration, data has changed, the document is very worn out or upon reaching 14, 20 or 45 years. Recall that before that, a residence permit could only be obtained for 5 years, but it was possible to extend it. As experts remind, holders of a residence permit in the Russian Federation do not need to obtain a work permit, they can move freely throughout the country and can even receive pensions and benefits.

Stop issuing paper car passports

From November 1, new vehicle passports (PTS) will be issued only in electronic form. At the same time, the paper document received earlier will remain valid until the owner himself decides to replace it with an electronic one. This can be done at authorized inspection operators. For new cars, electronic PTSs are issued by dealers – the document number is indicated in the sales contract, and for cars that are privately imported from abroad – by a testing laboratory during customs procedures. Initially, the Russians had to abandon the paper document back in 2018, but due to the impossibility of a widespread transition due to the unavailability of the system, the date was postponed to November 1, 2022.

Tachographs will become mandatory for buses and trucks

From November 1, all buses and trucks weighing over 3.5 tons must be equipped with tachographs. A tachograph is a technical tool that allows you to control the movement of vehicles along the route. Thus, the control over the observance by the driver of the rules of rest and work is enshrined in law. If this requirement of the law is ignored, then drivers will pay a fine of 1 to 3 thousand rubles, officials – from 5 to 10 thousand, individual entrepreneurs – from 15 to 20 thousand, and organizations – from 20 to 50 thousand rubles.

It will be possible to withdraw consent to the processing of personal data

From November 15, Russians will be able to withdraw their consent to the processing of personal data through the State Services. The user’s personal account will display all the consents that he previously issued to authorities and organizations when receiving public and commercial services.

Lenders will be able to check the fact of mobilization through the Federal Tax Service

From November 23, banks will be allowed to request information from the Federal Tax Service on the mobilization of customers. We are talking about mobilized businessmen who request credit holidays from the bank. If such a borrower has not submitted mobilization documents, the lender has the right to request confirmation of the reliability of such information from the Federal Tax Service. The Federal Tax Service, within five days from the date of receipt of the request, confirms the accuracy of these data on the basis of information received from the Ministry of Defense using the system of interdepartmental electronic interaction.

The MFC will start issuing passports

From November 30, biometric passports will begin to be issued and issued at the MFC. To obtain a new generation passport at the MFC, you need to write an application, get a personal barcode and scan it in the cryptobiocabin. The citizen provides an image of the face, fingerprints and presents a Russian passport for scanning. It will be possible to track the readiness of the passport through the channels of the MFC.
