How to pay for garbage collection to owners of private houses

Since this year, a single regional operator for the treatment of municipal solid waste (MSW) has been operating in Moscow – State Unitary Enterprise Ecotechprom, which is now responsible for the entire technological chain. The service for the treatment of municipal solid waste has been transferred to the category of municipal waste. The calculation of the service fee and the execution of payment documents have also changed.

“The full cycle of waste management includes collection, transportation, processing and disposal, accounting for collected and recycled waste, accounting for allocated recyclable materials, liquidation of unauthorized dumps, etc. Thus, SUE “Ecotechprom” simultaneously concludes, executes and controls contracts with waste generators, garbage disposal companies and operators of waste sorting and disposal facilities, and also keeps records of the volume and quality of services provided. Such a system makes it possible to build transparent and open work in the field of waste management in the capital,” said Vyacheslav Torsunov, head of the Moscow Department of Housing and Communal Services.

Ecotechprom specialists answered the main questions of the owners of individual housing construction (IZHS) related to payment for the removal of MSW.

How is the fee for garbage collection for individual residential buildings calculated?

The fee for the service for the treatment of MSW in Moscow is calculated based on the area of ​​\u200b\u200bthe dwelling.
However, Muscovites living in individual residential buildings pay for the service on preferential terms, based on the social norm of the area and taking into account the number of registered citizens. Such a calculation turns out to be beneficial for many residents whose houses exceed the social norm in terms of area.

A person living alone pays for the service based on the norm of a living space of 33 sq. meters, a family of two – 42 sq. meters, a family of three or more people – 18 sq. meters for each person.
The law does not establish norms obliging citizens to provide information on the number of registered residents. If there is no information on the number of registered citizens, then the norm of living space of 42 sq. meters.

Waste collection fee is 7.27 rubles per 1 sq. m. meter per month. When determining the amount, the single tariff of the regional operator (839.23 rubles per 1 cubic meter) was taken into account, established by the Department of Economic Policy and Development of Moscow, and the annual standard for the accumulation of MSW for households (0.104 cubic meters of MSW per sq. meter), approved by the Department of Housing and Public Utilities of Moscow .

How to deal with payment receipts?

The contract for the waste management service is concluded with a single regional operator. He is responsible for the organization of work with MSW.
By agreement with the regional operator, Mosenergosbyt JSC will inform the residents of TiNAO about the accrued service fee, deliver receipts and accept payments. In the updated payment document, the service is displayed in a separate line “MSW Handling”.

If a residential building is part of an association (HOA, SNT, DNT, etc.), then the fee is calculated under the concluded agreement between the legal entity and the regional operator, and the owners of the IZHS pay for the MSW removal service directly to the partnership.

Where do I go with billing questions?

All data on the number of registered citizens and types of buildings, on the basis of which the fee is calculated, is stored with representatives of the regional operator in the districts of Moscow – operators of the integrated waste management service (CMO). Any questions about incorrect charging should be directed to your county’s CMO.

The service fee is charged only for residential buildings. If the bill comes to an empty plot or a plot where only outbuildings are located (garage, barn), then to cancel the incorrect accrual, you need to contact the CMO. You will need to provide an application and supporting documents: a certificate of ownership, an extract from the USRN, a photograph of the site.

If receipts come from both the partnership and Mosenergosbyt, then in order to avoid double charge, you need to send an application and documents confirming that the partnership has a direct agreement with the regional operator.
If it is necessary to receive a recalculation of the fee on an already paid receipt, then the application to the CMO should be supplemented with documents confirming the fact of payment.

Is it possible to recalculate the fee in case of temporary absence of the consumer in the residential premises?

According to the Housing Code of the Russian Federation, citizens and organizations are required to timely and fully pay for housing and utilities.
The current legislation does not provide for the possibility of recalculating the fee in the case when the fee for the service for the treatment of MSW is set based on the living area. Thus, non-use of the premises is not a basis for non-payment of housing and communal services.

Currently on the official site The Federal Portal of Draft Regulatory Legal Acts posted a draft resolution of the Government of the Russian Federation “On Amendments to Certain Acts of the Government of the Russian Federation”, which, among other things, provides for amendments to Rules No. based on the total area of ​​\u200b\u200bthe living quarters, for temporarily absent citizens. The specified draft normative legal act is at the stage of completion of development and formation of the final version of the text.

Where to apply for benefits?

Some categories of citizens are provided with benefits for housing and communal services as measures of social support. The right to benefits is approved by a decree of the Moscow Government.
If the IZHS is located on the territory of the TiNAO, the owner needs to pay for the MSW management service in full, and then apply to the subdivision of the City Center for Housing Subsidies of Moscow at the place of residence to receive a compensatory payment equal to the amount of the allowance.

If the IZHS is located in other administrative districts, the owner must contact the office of the integrated service operator in his district. In the future, the benefits will be automatically taken into account in the payment document when calculating the payment for the MSW treatment service.
