How to change a passport in Russia in 2023

A passport is the main document that all citizens of the Russian Federation are required to have. It may be required at any time to obtain other documents, government services, at the request of government agencies or other organizations, such as banks or an employer. You need to know where your passport is and whether it needs to be replaced.

Why change the passport

Passport needs to be changed if:

you have reached the age of 20 or 45;

you have changed your last name, first name or patronymic;

you have changed your appearance so that you no longer look like your passport photo;

your passport was stolen or you lost it;

the document is damaged and no longer usable (for example, torn, pages torn, data, photos, or stamps cannot be parsed);

you need to correct the data incorrectly entered by the MFC employees (for example, errors in the date and place of birth, last name, first name or patronymic).

In these cases, it is necessary to collect documents and submit an application at the nearest My Documents center by appointment or at the Migration Department of the Ministry of Internal Affairs. You can also apply through the application or the website of “Gosuslugi”.

If you change your passport after reaching a certain age, you will have 90 days to apply, otherwise 30 days. If you are late with filing an application, a fine of 3,000 to 5,000 rubles will be imposed. in federal cities and from 2 thousand to 3 thousand rubles. in other regions.

The term for issuing a new passport, regardless of the reason, region and method of application is five working days.

Documents for replacement or renewal of a passport

To replace the document, you must fill out an application for a passport. Usually this can be done directly at the MFC or at the department of the Ministry of Internal Affairs.

You will definitely need:

old passport;

two color or black-and-white photographs sized 35×45 mm (three if you need to issue a temporary identity card);

for those liable for military service – one of the documents of military registration (certificate of a person subject to conscription or a military ID).

If certain passport details change, other documents will be additionally required:

certificate of marriage or divorce (if you need to change the last name);

certificate of name change (can be obtained at the registry office after applying);

birth certificate (if a mistake was made in the last name, first name, patronymic, date or place of birth);

adoption certificate;

court decision to establish the true date and place of birth (the date and place of birth may be deliberately hidden at the request of the guardian by court decision).

Important: You cannot change the date or place of birth as you wish. Corrections to these data are made only in case of an error by the MFC employees in the issued passport or by a court decision.

When replacing a passport, it will also be necessary to pay a state duty in the amount of 300 rubles, however, if the passport was lost or stolen, the fee will be 1.5 thousand rubles. Payment can be made directly at the MFC, using the details that can be found on the website of the Ministry of Internal Affairs of the Russian Federation, or in the personal account of the State Services application.

What to do if you lost your passport

If you are sure that you have lost your passport, it is better to make sure once again. If the application has already been submitted, the old document will become invalid and in any case you will have to pay a fee and wait for the issuance of a new one. In addition, the applicant may be held administratively liable for the loss of a passport through negligence. For this threatens a warning or a fine of 100 to 300 rubles.

You can write a statement about the loss or theft of a passport at the nearest territorial department of the Ministry of Internal Affairs. The document must indicate the last name, first name and patronymic, place of residence, date of loss of the passport and other data known to you.

After that, a notification coupon will be issued, which will indicate the date of treatment. Then you can apply for a passport renewal. If you wish, you can apply for a temporary identity card at the Migration Department of the Ministry of Internal Affairs until a new document is issued.
