Regional authorities, as is tradition, hastened to begin solving the problems voiced during the “Results of the Year” even before the end of the direct line. The leadership of Crimea, Sverdlovsk, Novosibirsk, Zaporozhye and Omsk regions managed to make relevant comments, and based on a complaint from the Volgograd region, the Investigative Committee began an inspection. One of the first to react to the complaint voiced on air was the head of Crimea, Sergei Aksenov. Let us remember that children from the village of Solnechnaya Dolina near Sudak told Vladimir Putin that they were forced to train in a gym that had not seen repairs for more than 40 years: “The floors have long been rotten, the walls are covered with mold, the windows are broken, it’s raining from the ceiling.” According to the young athletes, the building is “colder than outside.” “This gym was transferred to municipal ownership on the initiative of local authorities. It was planned to make design documentation (for reconstruction) next year— “Kommersant”),” Mr. Aksenov wrote on Telegram, adding that “people did not know about these plans” due to the fault of rural officials. According to him, in 2024 the project “will be implemented to completion with the help of the federal center,” since “unfortunately, there are no free funds in the republican budget.”

Later it became known that the director of the sports school, Bogdan Gapon, whose students appealed to the president, was questioned as part of an inspection carried out by the Investigative Committee for “negligence of authorized persons.” According to a Kommersant source in law enforcement agencies, Mr. Gapon said that the children did not train in the emergency room: most of the year, training took place on the street, and in the winter – in the new gym of a neighboring school.

Sverdlovsk Governor Evgeny Kuyvashev, after a complaint from Yegor Perminov from the village of Reftinsky, sent the head of the regional Ministry of Health there. A Sverdlovsk resident told Vladimir Putin that the local hospital is “in complete ruin” because instead of developing healthcare, the authorities are engaged in improvement: “Lack of equipment, staff salaries leave much to be desired, most of the renovations are still Soviet and are falling apart before our eyes.” The governor said that in 2022, 5.8 million rubles were allocated for the overhaul of the Reftinsky clinic as part of the federal program. “for part of the premises.” The head of the Ministry of Health, Andrei Karlov, according to him, must assess the situation on the spot in order to “make decisions on the accelerated renovation of the medical institution.”

The government of the Novosibirsk region, where pensioner Vladimir Leontyev lives, who complained to the president about the increase in utility tariffs, which would “eat up” his 7.5% increase in pension, explained that the increase was dictated by “regulatory acts of the Russian government.” Officials said that the last time tariffs in the region were indexed was December 1, 2022, and a new indexation of 9.5% will occur on July 1, 2024. In addition, this year the salaries of public sector employees were increased by 16%, the government recalled. The head of the Zaporozhye region, Evgeniy Balitsky, responded to the story of the head physician of the Melitopol Oncology Center, Konstantin Lakunin, about the staff shortage. “There aren’t enough oncologists, there aren’t enough hematologists, there aren’t enough pediatric oncologists, and what’s missing – they simply aren’t there,” complained Mr. Lakunin. The authorities are counting on additional personnel thanks to an increase in payments under the “Zemsky Doctor” and “Zemsky Paramedic” programs, Mr. Balitsky added.

Omsk Governor Vitaly Khotsenko commented on the situation with the shortage of electronic warfare equipment (EW), which was brought to the president’s attention by the wounded attack aircraft Andrei Nikishin. According to Mr. Khotsenko, electronic warfare is expensive and complex equipment, so the authorities carefully choose who “needs it most.” But when contact is established with Mr. Nikishin’s command, his unit will receive “one of the most modern portable electronic warfare systems,” the head of the region promised.

Not only officials responded promptly to the questions raised during the hotline. Thus, the department of the Investigative Committee for the Volgograd Region announced the beginning of an inspection for negligence (Part 1 of Article 293 of the Criminal Code) in the actions of officials after a complaint from farmer Dmitry Panin about the lack of a road to the Serebryansky farm – there is not even crushed stone there. And the press service of the regional administration added that with regard to “this particular road facility, decisions will be worked out.” Governor Andrei Bocharov has already instructed the relevant authorities to go to the Alekseevsky district, where the farm is located, “to assess the situation presented to the president on the spot,” officials added.

Even those questions that Vladimir Putin paid attention to in passing received local reactions. For example, he saw on the screen a request to supply gas to the village of Elpatyevo in the Yaroslavl region and promised to “definitely look.” True, the regional government stated that only 11 people live in the village, so it is not included in the gasification program for 2022–2031: “Gasification rules are established by Gazprom depending on economic payback and the number of residents,” they explained, without specifying how the issue will ultimately be resolved.

The State Duma also reported on legislative work on issues raised on the direct line. Thus, the first deputy chairman of the United Russia faction, Dmitry Vyatkin, announced amendments to mitigate punishment for economic crimes of minor and medium gravity, “which were committed for the first time and which did not cause damage to either citizens or the state.” Let us recall that this issue was discussed at the “Results of the Year” in the context of the verdict of journalist Alexandra Bayazitova, who was sentenced to five years in prison for extorting a top manager of Promsvyazbank.

Another United Russia member, Chairman of the Security Committee Vasily Piskarev, on the contrary, announced on Telegram his readiness for further tightening of legislation: “We have already adopted a large package of laws on protecting sovereignty and ensuring the security of the country, monitoring the activities of persons under foreign influence, we are working now and new bills.” And the head of the United Russia Defense Committee, Andrei Kartapolov, raised the issue of legalizing PMCs in Russia: “The work is underway. This is a complex bill, it requires a lot of approvals, so everything here is going according to plan.”

The opposition did not stand aside either. Deputy Rosa Chemeris (New People) responded to the president’s wish to establish a Far Eastern coefficient for the indigenous inhabitants of the region, pointing out that party members are already developing a corresponding bill. “We plan to introduce it in January,” Ms. Chemeris said, inviting Far Eastern deputies from other factions to join. And the first deputy chairman of the education committee, Yana Lantratova (SRZP), supported on social networks the president’s appeal on the introduction of demographic measures not related to the ban on abortion: “We need to expand the possibilities of using maternal capital, give tax breaks for families with children and “parental salaries” to non-working mothers.”
