Head of the Main Directorate of the Ministry of Emergency Situations for the Krasnodar Territory Oleg Volynkin was detained – Kommersant

The head of the Main Directorate of the Ministry of Emergency Situations for the Krasnodar Territory, Oleg Volynkin, was detained on suspicion of abuse of power. This is reported by TASS with reference to an interlocutor in law enforcement agencies.

“Volynkin was detained on September 27 as part of a criminal investigation under Art. 285 of the Criminal Code of the Russian Federation (abuse of official powers),” said the agency’s interlocutor.

According to a TASS source, the criminal case was transferred to the main investigative department of the Investigative Committee of Russia. The agency’s interlocutor did not say what exactly Mr. Volynkin is charged with. However, he noted that the case was opened for official violation in 2021. The interlocutor also suggested that a preventive measure for the suspect would be chosen in the Basmanny Court of Moscow.

One of the anonymous sources “RIA News” reported that the reason for the arrest was “money.”

Oleg Volynkin headed the Main Directorate of the Ministry of Emergency Situations for the Krasnodar Territory in 2020, and before that he held various positions as the head of the Main Directorate of the Ministry of Emergency Situations for the Khabarovsk and Kamchatka Territories, and worked as the first deputy head of the Far Eastern Regional Center of the Ministry of Emergency Situations of Russia.

According to data from open sources, Mr. Volynkin has repeatedly participated in rescue operations and emergency response: the consequences of attacks on the Crimean Bridge in 2022 and 2023, forest fires in the Khabarovsk Territory, an accident at a chemical plant in China and others. He was awarded the Order of Honor and the medal of the Order of Merit for the Fatherland, second degree.
