Head of Rosprirodnadzor: "Ecology should become the new norm"

Caring for the environment is one of the priorities of the state. To this end, a number of measures have been created to protect natural areas, reorganize production and, of course, treat and dispose of waste. The garbage issue in each region is handled by its own operators, some of which are real leaders in this field. So, for example, in the Tyumen region 100% of municipal solid waste (MSW) is sorted, according to this indicator the subject is the leader in the country. This was achieved thanks to the joint work of the regional government, Governor Alexander Moor and the Tyumen Ecological Association. On Tuesday, December 13, the head of Rosprirodnadzor Svetlana Radionova paid a working visit to the waste sorting plant.

The Tyumen Region has a well-developed infrastructure for proper waste management. It includes both certified landfills and three waste sorting plants (in Tyumen, Tobolsk, Ishim). Their total productivity is not less than 440 thousand tons per year. There is also a waste transfer station. A unique flow accounting system has been created here: weighing, logistics, control of waste removal from container sites. The Tyumen region is the only region in the Russian Federation that sells 100% of raw materials at open auctions on the B2B-Center site.

The Tyumen region, with the joint work of the TEO (Tyumen Ecological Association), the government and the governor of the region Alexander Moor, has become one of the leaders in Russia in terms of waste sorting: processing (sorting) is carried out in the region with the extraction of useful fractions of secondary raw materials 100% of municipal waste, which residents place in containers.

The waste sorting plant (MSZ) in Tyumen was built in 2018. All raw materials sorted on it are processed, and some are sent for recycling. The design capacity of the plant is sorting 90 tons of waste per hour. Waste is brought here from Tyumen, Tyumen, Nizhnetavdinsky, Yarkovsky and Isetsky districts, as well as from the waste transfer station in the city of Yalutorovsk.

For the smooth operation of the MSW management system in the Tyumen region, an average of more than 150 units of special vehicles enter the line every day: garbage trucks, scrap trucks, bunker trucks, dump trucks, loaders, tractors. If all the cars simultaneously left one after another from the same garage, then this process would take more than 8 hours. The average daily mileage of garbage trucks on the routes is 39,200 km. It’s like doing an almost complete trip around the world.

However, after sorting MSW, a large amount of waste remains that cannot be recycled. But the Tyumen people also found a solution to this problem. Together with the feasibility study, a pyrolysis project is being implemented – the conversion of the unused part of plastic waste into useful fractions (diesel) that will be used in the national economy. In addition, a high-tech installation for thermal waste neutralization Ecounit was developed and put into operation – a project of NOV-Ekologiya. It implements an automated environmentally friendly technology with the ability to remotely control the process and 6 types of cleaning and filtration of exhaust gases, including afterburning of exhaust gases at a temperature of 1200 degrees. Thanks to a sophisticated filtration system, the possibility of harmful emissions into the atmosphere is excluded. When using the Ecounit, not only the volume of waste for disposal is reduced by 100 times, but it becomes possible to obtain thermal energy in the amount of 200 kW.

In addition to the MSZ, during the visit, the head of Rosprirodnadzor, Svetlana Radionova, also visited the opening of the second eco-house in Tyumen. It is located on Tsvetnoy Boulevard. This is the second such center in the city – the first one opened its doors on October 27. In the first month alone, 1,300 people visited it, bringing 900 kg of recyclables, and 55 events on environmental topics were held in the coworking space.

Ecohouse

“This is a very serious application. We keep saying that we will not improve the environment in our country by increasing fines and increasing the number of inspectors. Ecology should become the new normal for us. Enlightenment is the only way to improve the situation in ecology radically. Bring your child here, here they will teach him how to care for the environment, and then the child will teach you this – this is one of the important components of our work. Therefore, we will support it,” said Radionova.

“It is more difficult for adults to change habits, it is easier to instill this culture in children, which is what the eco-house project is aimed at. I will bring my daughter here with pleasure. We have supplied containers for separate waste collection in schools in the city of Tyumen and institutions of the state sphere, and we are accustoming ourselves and children to this culture,” added Alexander Moor, Governor of the Tyumen Region.

In modern free co-working spaces, it is possible not only to work, but also to have fun and relax. Employees of eco-houses will help you understand the recycling labeling system and tell you what and in what form is accepted for recycling. Some types of raw materials can be recycled right here: PET bottles, canisters and vials, stretch film and bags, waste paper, glass, aluminum and cans. All recyclables are recycled.

The new eco-house will have its own recycling workshop. In it, everyone can make souvenirs from used caps, bottles or bags with their own hands. Until the end of 2023, the geography of the project will expand: the complex will be supplemented by 4 more eco-houses in Tyumen, Tobolsk and Ishim.

“In the Tyumen region, 100% of MSW is sorted. This suggests that it is the most prepared subject of Russia in the field of waste management. Everything coincided here: a strong region, population, a strong governor, a good team, a stable regional operator,” Radionova concluded.

“We will certainly continue to work with our colleagues from SIBUR, with municipal and regional authorities. The idea of eco-houses will be replicated,” summed up the representative of the shareholders of STS Corporation LLC Alexey Bobrov.

It should be noted that this year in the Tyumen region a system of “Eco-passports, green certificates” was introduced for companies and entrepreneurs who used the services of a regional operator for the disposal of other or non-specific waste of IV-V hazard classes. In 2022, the feasibility study issued the first 189 “eco-passports” confirming the cooperation of the certificate holder and the Regional Operator.
