The former chief of staff of the government of the Pskov region, Sergei Dmitriev, is moving to work in the Kherson region as a minister for domestic policy. Thus, Mr. Dmitriev will become another regional official who has moved to work in new regions. Experts believe that “the system will evaluate” the readiness of such managers to work in dangerous conditions, but this does not necessarily guarantee them further career prospects.
Sergey Dmitriev completed his four-year work as head of the Pskov Region Government Staff on September 27. “He is moving to another job in another region, which, I hope, will become part of Russia in the near future,” Anton Sergeev, an adviser to the governor, commented on his resignation in his Telegram channel.
On the evening of November 7, it was officially announced that Mr. Dmitriev would become the minister for internal policy of the Kherson region.
“The tasks set are clear enough, difficult enough, and there are quite a lot of them. The experience that was gained at work in the Pskov region will give a serious opportunity to correctly find solutions to these problems, ”the official told the First Pskov TV channel.
Sergei Dmitriev moved to work in the Pskov region from the Saratov region, where he was engaged in political technologies and even ran for the Saratov Regional Duma and the State Duma. As head of the government apparatus, he actually oversaw the internal politics of the region. A Kommersant source close to the authorities of the Pskov region believes that Mr. Dmitriev was left virtually no choice. He was removed from his previous position due to the new vice-governor of the region for domestic policy, Alexander Seravin, who was appointed on June 6. Mr. Dmitriev will not be the first Russian regional official to continue his career in new territories. As previously reported by Kommersant, more than ten Russian managers who previously had experience in regional governments have already been appointed to the governments of the Donetsk and Luhansk People’s Republics, as well as the Zaporozhye and Kherson regions. With their help, the federal authorities solve the issues of managerial integration of new subjects of the Russian Federation, and for the appointees themselves, this is a chance to prove themselves and get new career prospects. Similar processes are taking place at the municipal level. Recently it became known that the new deputy head of Mariupol became Dmitry Berdnikov, who for the past two years served as deputy chairman of the government of Yakutia, and before that worked as the mayor of Irkutsk.
“Obviously, from a career point of view, the willingness to perform any tasks, including physically dangerous ones, is always appreciated by the system. It’s kind of an oath. The elevator is specific, but it is an opportunity,” political scientist Valentin Bianchi outlines the advantages of working in new territories.
At the same time, Vice-President of the Russian Association of Political Consultants Petr Bystrov warns that even such work does not guarantee career growth. “I think that some of the specialists who perform well will be able to apply for good federal positions or positions in significant regions. However, career capacity is limited, and only a small number will be able to move to a higher level,” he says. The danger of working in new regions can become a factor that positively affects a career, but it is still difficult to judge how significant it is, the expert argues.
“It’s a moral choice. There is no more diamond-studded staircase. If the tasks are completed, there will be awards and promotions,” sums up Dmitry Solonnikov, director of the Institute for Contemporary State Development.
