A further nine delegations abstained from voting.

First Deputy Permanent Representative of the Russian Federation to the UN Dmitry Polyansky notedthat the UAE, the only representative of Arab states in the UN Security Council, voted against the American project and for the Russian one. In his opinion, this indicates “whose project is actually aimed at establishing peace in the region.”
