The Ministry of Culture of Russia proposed to establish a ban on receiving grants by independent theater and musical groups that may be involved in extremist activities or terrorism. The relevant document is posted on the portal of draft regulatory legal acts.
It supplements the rules for granting NPO subsidies from the federal budget “for the provision of state support (grants) to independent theater and musical groups for the implementation of creative projects.” Changes are proposed to be made to paragraph 13 of these rules, which describes the requirements for organizations wishing to receive a grant: “Supplement with subparagraph “g” as follows: the organization is not on the list of organizations and individuals in respect of which there is information about their involvement in extremist activities or terrorism , or in the list of organizations and individuals in respect of which there is information about their involvement in the proliferation of weapons of mass destruction.
