The White House has decided on the concept and stages of development of the unified digital platform Gostech, a new environment for the digitalization of the state. According to the government-approved concept and roadmap for the development of Gostech, this platform should be fully operational from 2024, by which time all state information systems will be transferred to it. In this way, the authorities intend to form a single ecosystem for state information systems and reduce government spending on their creation.

Prime Minister Mikhail Mishustin signed an order approving the concept and roadmap for the development of the unified digital platform (DSP) Gostekh. Recall that Gostekh began operating in an experimental mode back in 2020, and in a little over a year its use will become mandatory for departments. “By 2024, all state information systems (GIS) will be transferred to the single digital platform Gostech, which will improve the quality of public services to businesses and citizens,” the White House press service said.

The approved concept consolidates the vision of the government in terms of the goals and objectives of the ECP, which were first presented exactly a year ago (see Kommersant dated October 25, 2021). It is expected that the use of “Gostech” will reduce the time of creation and development of state information systems through the use of standard solutions and the unification of software development processes. A client-centric and iterative approach to developing systems based on domain architecture is promised, as well as reducing the cost of creating and developing GIS through software reuse.

The iterative approach involves the use of flexible technologies that allow you to create systems in queues, quickly make changes to their functionality and release new releases faster (for more details, see Kommersant of October 17). Reducing government spending is supposed to be achieved due to the fact that each GIS contains up to 80% of the typical functionality. Possible savings of state funds in the event of the abolition of duplication of developments as a result of the appearance of Gostech, however, have not yet been named.

In the presentation of the “digital” Deputy Prime Minister Dmitry Chernyshenko, presented at the conference a year ago, the market for government contracts for the creation and maintenance of GIS was estimated at 460 billion rubles, and the total cost of maintaining 826 federal GIS and 3303 regional systems – at 170 billion rubles. for three years (plus a request for their development in the amount of 118 billion rubles). The concept promises not only to speed up and reduce the cost of developing GIS on the Gostech platform, but also to move “to a qualitatively new level of their ergonomics, compatibility, reliability and security.”

The development of the platform until 2024 will take place in three stages – their activities are reflected in the road map. The first stage will be completed at the end of this year, the second will take place from 2023 to December 2024, the third (partially overlapping the second) – from 2024 to 2034. At the first stage, it is planned to complete the experimental mode of operation of Gostech, complete the development of methodological documents and legal acts regulating the functioning of the platform. At the second stage, it is planned to put into operation the Gostech management system and the state marketplace of IT services and applications Gosmarket, develop standard solutions for ensuring information security, and create a catalog of digital services. At the same time, it is planned to develop the architecture of the domains “Health”, “Education”, “Urban environment and housing and communal services”, “Construction”, “Transport”, “Sport”, “Science”, “Ecology”. The third stage involves the start of the work of “Gostech” in full and the development of the architecture of domains of other sectors of the economy and the social sphere.

It is assumed that the Gostech platform can be used not only for GIS, but also for other information systems entering the orbit of the state. Municipalities, state unitary enterprises, municipal unitary enterprises, state corporations and state-owned companies, public companies and business entities under the control of the state or local authorities can become its users. It is noted that in this case, financing the use of computing resources, information security tools and other digital products of the platform is possible at the expense of the owners of such systems, as well as other sources.
