Golikova instructed to work out long-term assistance to drug addicted children

The Ministry of Education will prepare proposals for long-term assistance to drug addicted children, Deputy Prime Minister Tatyana Golikova instructed to do so. As part of the instruction, the ministry will finalize a unified methodology for the socio-psychological testing of students for drugs, and will also deal with the issue of training teachers on the issue of addiction prevention. Also, the Ministry of Health and the Serbsky Medical Center will be involved in the development of assistance to drug addicts.
“The Ministry of Education of Russia, with the participation of the Ministry of Health of Russia, to work out and submit proposals to the Council on the possibility of organizing the provision of long-term assistance in specialized centers for drug addicted children, including orphans and children left without parental care, and organizing the educational process for these children as part of the rehabilitation process” , – says the minutes of the meeting of the Council under the government on guardianship in the social sphere (quote from “RIA News”).
As part of the assignment:
- The Ministry of Health will control the creation of a single Internet resource for primary prevention of substance use among young people;
- Ministry of Health, Ministry of Labor and National Research Center for Psychiatry and Narcology named after Serbsky will prepare proposals for the development of training modules for social workers on working with alcoholics and drug addicts.
According to the order of the Ministry of Health of 2014, students from the age of 13 are subject to testing. In this case, before the child reaches the age of 15, the written consent of the parents is required. The procedure itself is voluntary, and any minor can refuse to undergo it.
According to statistics from mid-2021, cited by the publication Narkonet.infoover the past ten years, the number of adult drug addicts has increased 8 times, adolescents – 18 times, children – 24.3 times.
