Golikova: 3.6 million Russians got out of poverty in five years

Thanks to state support measures, about 3.6 million Russians got out of poverty in 2017-2022, reported Deputy Prime Minister Tatyana Golikova at a meeting with the president.

“For the period 2017-2022. thanks to active support measures, 3.6 million of our citizens came out of poverty. I would also like to note that in the structure of poverty for 2022, there is also a redistribution of the population’s income from high-income groups to low-income ones,” she said.

Now the government, together with the regions, is working out the issues of regional poverty profile, Golikova noted. For each subject of the Russian Federation, target values ​​of poverty up to 2030 have been developed.

The Deputy Prime Minister also said that in 2023 the minimum wage exceeded the subsistence minimum for an able-bodied citizen by 3.7%. Thanks to offer President to increase the minimum wage from January 1, 2024 by 10%, the difference will be 17.1%, she stressed.

According to preliminary data from Rosstat, real monthly wages in 2022 decreased by 1% compared to 2021, demonstrating positive dynamics in the fourth quarter, Golikova noted. In total, she added, this indicator has grown by more than 22% in five years. In 2023, a steady increase in real wages and real incomes of the population is expected.

How wrote earlier, Vedomosti, the number of citizens with incomes below the poverty line in 2022 amounted, according to Rosstat, to 15.3 million people (10.5% of the total population). This is the lowest level of poverty in the entire history of observations (since 1992). Previously, the minimum indicators were recorded in 2012 – then there were 15.4 million low-income citizens in the country (10.7% of the total population).

The poverty line in 2022 was 13,545 rubles. Until 2021, the subsistence minimum was used as a criterion, based on the cost of the consumer basket at the current moment. Later, it began to be calculated as 44.2% of the median per capita income for the year preceding the year in which the subsistence minimum was established.

In the fourth quarter of 2022, the poverty line was 13,762 rubles. There were 11.5 million Russians receiving incomes below this threshold, which is 7.9% of the country’s inhabitants.
