According to Sobolev, Russians who have not served may be involved in other training camps in order to obtain a military registration specialty. According to him, if citizens are over the military age, but have not left the mobilization reserve, then they can be attracted to training camps. But at the training camp for citizens who are in reserve, they have nothing to do.
“They must first receive a military registration specialty,” Sobolev noted once again.
At the same time, he rejected the possibility of conscripting those who did not do military service for health reasons.
