Gazprom explained the impossibility of delivering a Siemens turbine from Germany to Russia

In its statement today, Gazprom pointed out that earlier, due to Canadian sanctions and without the consent of the Russian side, the turbine was delivered not to Russia, but to Germany, which does not comply with the terms of the contract.

“With the British company Industrial Turbine Company (UK) Limited (part of the group of companies Siemens Energy) signed a contract for the repair of engines at a plant in Canada … Immediately after the repair, the engine was to be transferred to Gazprom. The Canadian authorities have issued engine export documents, which are in no way related to the current contract, to Siemens Energy Canada Limited, which is not a party to the contract,” explained “Gazprom“.

Now, transporting a turbine from Germany to Russia could lead Canada to consider it a circumvention of the terms of the permit, Gazprom claims. This, in turn, may lead to the fact that further repair of engines will become impossible.

In addition, the supply of a turbine from Canada to Germany created risks associated with European sanctions. Thus, the provisions of EU regulation 833/2014, states “Gazprom”, impose a ban on the sale, supply, transfer or export, directly or indirectly, of gas turbine engines, technologies and other goods specified in the sanctions lists, “regardless of whether these goods or technologies are produced in the EU, to any individual or legal entity in Russia or for use in Russia.

The company also drew attention to the fact that the party to the contract is Industrial Turbine Company (UK) Limited, which is subject to the requirements of UK law, including sanctions restrictions. Without official clarifications from the EU and London, the company is not sure that the transportation of the turbine is not subject to export restrictions.

“Thus, the sanctions regimes of Canada, the EU, the UK and the inconsistency of the current situation with the current contractual obligations on the part of Siemens make the delivery of engine No. 073 to the Portovaya CS impossible,” Gazprom repeated its statement again.

Earlier, Siemens Energy CEO Christian Bruch, at a meeting with German Chancellor Olaf Scholz, said that it was not yet possible to deliver a turbine for Nord Stream to Russia. According to him, the reason lies in the inaction of the Russian side. Documents from Siemens are completely ready. He stressed that the company is “extremely interested” in returning the turbine to Russia.

In mid-June, Gazprom reduced gas supplies via Nord Stream to 40%, as the German Siemens did not return the turbine in time after repairs in Canada due to sanctions. As a result, Canada agreed to send the equipment to Germany, and then to Russia. On July 25, Gazprom confirmed that it had received documents for the turbine from Siemens.

On July 29, Vitaly Markelov, deputy head of Gazprom, said that the supply of a turbine from Canada to Germany instead of Russia does not comply with the contract. In addition, he added that Gazprom has not received from Siemens a complete package of documents that allow the transportation and repair of engines for the gas pipeline.
