Initially, it was assumed that 20 billion rubles would be allocated in 2022, 55 billion rubles each in 2023-2024, and 20 billion rubles in 2025.
Now, according to the document, 37 billion rubles will be allocated in 2022, and the remaining 113 billion rubles in the next. According to Konstantin Tsitsin, General Director of the Territorial Development Fund, to date, 250 applications have been received from the regions under the program with a need for loan financing for 146 billion rubles, with a total cost of 188 billion rubles. The Government Commission for Regional Development approved 119 applications for 90.2 billion rubles. (of which 69 billion rubles are borrowed money). According to Mr. Tsitsin, 70 agreements were concluded with borrowers from 34 regions with a total loan amount of 44.5 billion rubles – 12.8 billion rubles were sent to the subjects.
As explained to “Kommersant” in the office of Deputy Prime Minister Marat Khusnullin, the acceleration of the pace of financing “is aimed at increasing the efficiency of the allocated funds of the National Welfare Fund”, at reducing the timing of project implementation and the appearance of results (preventing the degradation of urban infrastructure, improving the quality and reliability of public services, in particular – by reducing wear and tear of facilities). Now, the office notes, “in the housing and communal services sector, 42% of the networks need to be replaced – they continue to deteriorate every year.” As Konstantin Tsitsin adds, it is necessary to take into account the short duration of the construction season, as well as “increasing inflationary risks: the faster the work is carried out, the less prices will rise.”
Konstantin Tsitsin calls the funds allocated from the NWF unprecedented, but “they are still not enough to completely cover the high need for financing to solve the accumulated tasks of updating the communal infrastructure.” It should be noted that earlier the authorities have already recognized the need to significantly increase investment in the housing and communal services sector – in the strategy for the development of the construction industry and housing and communal services until 2030, the shortage of funds was estimated at 4.6 trillion rubles. Now, they say in the office of Marat Khusnullin, a comprehensive program for the modernization of communal infrastructure for 2023–2027 is being worked out with an annual funding of at least 150 billion rubles. According to the instructions of the President, the program must be approved by January 15.
Nadezhda Kosareva, President of the Institute for Urban Economics Foundation, considers accelerating funding to be the right measure: “The needs of housing and communal services are huge.” According to her, this will also support housing construction – the provision of communal infrastructure can help decide on the launch of new projects – against the background of a reduction in both the demand of the population and the opportunities of the developers themselves.
